According to Chief Deputy Charley Melton, a woman who was responsible for the death of a teenager in 2019 will be heading to prison and a man previously accused of soliciting sex from minors faces additional charges.

Cheryl Lynn Clement, 47, was taken into custody April 5 after a plea agreement was entered in the January 2019 death of 17-year-old Tiffany Marie Russell. Clement’s blood alcohol content at the time of the crash was almost three times the legal limit of 0.08, according to a report from the state crime lab.

Family members of the victim were in the courtroom during the sentencing and a victim witness statement was read by Deputy Prosecutor Brad Sipe. Clement is currently being housed in the Izard County Jail awaiting transport to the Arkansas Department of Corrections to begin an 8-year prison sentence.

Brandon Gilbert, 40, of Oxford was arrested April 7 with additional charges. According to the affidavit for arrest he is now charged with an additional internet stalking of a child, which is two class Y felonies; two counts internet stalking of a child, a class B felony; two counts sexual indecency with a child, a class D felony and two counts sexual assault in the fourth degree, a class D felony.

The investigation began March 11 after investigators with the Izard County Sheriff’s Office took a complaint from three juvenile males saying Gilbert had contacted them via Snapchat and cell phone texts and offered them alcoholic beverages and solicited sexual acts from them. A total of 4 victims were interviewed from March 11 through March 18. Bond was set at $40,000.

Michael Joseph Kelly, 32, of Franklin was arrested April 6 on a bond revocation after he was arrested in Fulton County on felony drug charges.

Ronnie Womack, 59, of Gassville was arrested on April 8 on a failure to appear warrant.

Felicia Norris, 42, of Melbourne was arrested on April 11 and charged with assault in the first degree.

Steven Bennett, 63, of Horseshoe Bend was arrested on April 9 for possession of drug paraphernalia and possession of a controlled substance. Bond was set at $2,370.

Cody Ray, 29, of Mammoth Spring was arrested April 9 and being held for another agency.

Timothy Perry, 29, of Drasco was booked on a parole hold.

Bryan Gibson, 54, of Horseshoe Bend was arrested for public intoxication. His bond was set at $220.

Ericka Lynne Stephens, 30, of Jonesboro was arrested April 9 and charged with possession of drug paraphernalia and possession with intent to deliver. Bond was set at $10,000.

Jamey Dockins, 43, of Oxford was arrested April 6 on two counts possession of drug paraphernalia. Both are class D felonies. Bond was set at $20,000.

Jeff Hall, 48, of Batesville was arrested on April 6 on a contempt of court charge.

Mark Benford, 54, of Melbourne was arrested on April 6 and charged with possession of drug paraphernalia, a class D felony.

Michael Liscomb, 39, of Melbourne was booked into jail after a failed drug test on April 7.

Robert Mannon, 39, of Newport was also arrested on April 7 and is on hold for the Arkansas Department of Correction.

Brandy Smith, 40, was jailed on April 7 on a bond revocation.

Charles Wade, 47, was jailed on April 5 for possession of a controlled substance, a class D felony. Bond was set at $10,000.

Michelle Marshall, 23, of Pangburn was arrested April 5 on a failure to appear for felony charges and transported to another agency.

Christie Ann Brooks, 43, of Mount Pleasant was arrested with possession of drug paraphernalia and is considered a habitual offender. Bond was set at $2,500.

David Bryant, 37, of Oxford was arrested April 5 for violations of Omnibus DWI Act and having no vehicle license.

Dylan Sanders, 29, of Dolph was transported from Baxter County and is being held on a bond revocation.
