IZARD COUNTY SHERIFF’S DEPARTMENT, JACK YANCEY, SHERIFF, PRESS RELEASE March 29, 2021

According to Chief Deputy Charley Melton, on March 23 Deputy J Barnes was patrolling in Horseshoe Bend when a silver car made a right turn and failed to signal the turn. Deputy Barnes followed the vehicle and it continued to turn without signaling and driving left of center. Deputy Barnes initiated his blue lights to make a traffic stop on the vehicle. The vehicle was licensed out of Mississippi. The vehicle made several more turns and was weaving on the roadway. After several turns, the vehicle stopped and Deputy Barnes made contact with the driver.

Deputy Barnes asked the driver for his license and the driver stated it was in his wallet in the center console. Deputy Barnes asked the driver if there was anything illegal in the vehicle and the driver stated there was not and gave permission for Deputy Barnes to search the vehicle. Deputy Barnes retrieved the wallet from the vehicle and asked the driver if that was the wallet that had his driver’s license and he stated it was. Barnes also located a container inside of a cigarette carton that contained a white crystalline substance.

Barnes then ran the identification in the wallet though dispatch. The information came back to a person who showed to be incarcerated in Arkansas Community Corrections Center. The unit was contacted and verified the inmate, whose name was used, was still incarcerated and accounted for. Deputy Barnes asked the driver about being shown to be incarcerated. He stated he was let out due to Corona Virus. Deputy Barnes asked the driver his name and he started mumbling “yes” continually. Deputy Barnes then attempted to perform field sobriety on the driver but he would not comply.

After Deputy Caeden Wolfe arrived on scene, Deputy Barnes continued the vehicle search and located multiple baggies with a white crystalline substance, a pack of syringes, and a set of digital scales. Deputy Barnes spoke to a witness who was outside near the traffic stop.

The witness stated the driver was Glenn Galbraith. Deputy Barnes had dispatch run Galbraith, age 60 of Horseshoe Bend, and he returned with a warrant from Arkansas Probation/Parole. He also showed to have a suspended license.

Once at the jail, Galbraith refused to submit to a chemical test. The crystalline substance field tested positive for methamphetamine. Glenn Galbraith was charged with possession of a controlled substance more than 10 grams but less than 200 grams, a class “a” felony; and possession of drug paraphernalia, a class “b” felony. He is scheduled to appear in the Izard County Circuit Court on March 30.

Galbraith was also charged with no turn signal, driving left of center, fleeing, refusal to submit to a chemical test, DWI, driving on a suspended license, and obstructing governmental operations. He is scheduled to appear in the Izard County District Court on May 11.

On March 24 Deputy Jason Jordan was patrolling in Melbourne when he observed a blue GMC truck with the driver not wearing a seat belt. Deputy Jordan made a traffic stop on the vehicle and identified the driver as Sandra Lawrence, age 52 of Melbourne.

During the traffic Stop Deputy Jordan had his K-9 partner, Mendi, perform a free air sniff around the vehicle. Mendi alerted on the vehicle. Due to Mendi’s alert a probable cause search was made on the vehicle. Inside Sandra’s purse, that was inside the vehicle, Deputy Jordan located a white crystalline substance that field tested positive for methamphetamine. Sandra Lawrence was charged with possession of a controlled substance, a class “d” felony. She is scheduled to appear in the Izard County Circuit Court on March 30.

On March 26 Aaron Laxton, age 30 of Mount Pleasant, was arrested by Trooper Blake Johnson for driving on a suspended driver’s license and outstanding warrants out of the Izard County District Court for failure to appear and violation of the Arkansas Hot Check Law. Laxton is scheduled to appear in the Izard County District Court on May 13.

On March 27 Sam Cox, age 20 of Calico Rock, was arrested by Deputy Evan Jones for disorderly conduct. Cox is scheduled to appear in the Izard County District Court on April 22.

March 22, 2021:

On March 21, 2021 at approximately 6:00 a.m. the Izard County Sheriff’s Department was notified of a house fire at 756 Peterson Circle in Mount Pleasant and that there was also a deceased individual at that location.

Upon arrival at the scene the officers were met by the complainant who is a neighbor. Complainant advised that when he arrived the deceased owner of the home was in his truck in front of the house and that he had pulled the body out of the truck and away from the burning house.

Evidence gathered at the scene along with interviews of witnesses are consistent with a self-inflicted gunshot wound. The body has been sent to the State Crime Laboratory for an autopsy.

Release of the victim’s name is pending notification of next of kin. The case is still under investigation. However, foul play is not suspected at this time.

March 22, 2021

According to Chief Deputy Charley Melton, on March 13 Deputy J Barnes was patrolling South Bend Drive in Horseshoe Bend when a white truck with one tail light illuminated passed heading Southbound on South Bend Drive. Deputy Barnes stopped the truck on Ivory Lane and made contact with the driver Bobby Hubbard, age 36 of Pineville.

During the stop it was learned that Hubbard was on active supervision with the Arkansas Community Corrections and he had a search waiver on file. Deputy Barnes then asked Hubbard to exit the vehicle before he conducted a vehicle search. When Hubbard exited the vehicle, Deputy Barnes asked him if he had anything illegal on his person or in the vehicle. Hubbard stated that he had marijuana in the center console in a blue tube. When Deputy Barnes conducted the vehicle search, he found what resembled the look and smell of marijuana in a blue tube.

Deputy Barnes also found a syringe with a cloudy liquid inside in the center console. Further in the search Deputy Barnes found a NOS energy drink can with energy drink still inside with three syringes and two small plastic baggies and an open bottle of drinking alcohol. When Deputy Barnes removed the baggies there was a crystal-like substance inside both the clear baggie and the blue baggie that resembled the look of methamphetamine. Deputy Barnes also found a small plastic bag with and unidentified pill in the back side of the center console and two pair of brass knuckles. The two small plastic baggies containing a residue field tested positive for methamphetamine along with the liquid in the hypodermic syringes with a liquid residue that field tested positive for the presence of Methamphetamine.

As a result of the traffic stop Hubbard was charged with possession of drug paraphernalia, a class “d felony. He is scheduled to appear in the Izard County Circuit Court on March 30. Hubbard was also charged with defective equipment, open container of alcohol, possession of a controlled substance, and possession of a prohibited weapon. He is scheduled to appear in the Izard County District Court on April 6. His bond was set at $5,000 professional. Due to Hubbard being on active supervision, a probation/parole hold was placed on him.

On March 17 Deputy Chase Tomlinson and Sgt. Mike Smith made a traffic stop on a White Mercury Mariner with no license plate on Hawk Drive and Highway 289 in Horseshoe Bend. The vehicle was being operated by Zachary Montgomery, age 36 of Horseshoe Bend.

During the traffic stop Sgt. Smith learned that Montgomery had a warrant for his arrest out of Fulton County and was on probation with Arkansas Community Corrections with a search waiver on file. During a search of Montgomery, Sgt. Smith found a green leafy vegetable substance and a smoking device on his person. Montgomery told the deputies that he had a glass smoking device, and that it was between the seat and center console. The smoking device was located and it contained a usable amount of a crystalline substance. The crystalline substance in the smoking device field tested for methamphetamine.

As a result of the traffic stop Montgomery was charged with possession of drug paraphernalia; a class “d” felony, and possession of a controlled substance; a class “d” felony. Montgomery is scheduled to appear in the Izard County Circuit Court on March 30. He was also charged with possession of drug paraphernalia, possession of a controlled substance, no vehicle license, and no proof of insurance. He is scheduled to appear in the Izard County District Court on April 6. His total bond was set at $12,860 for all the charges.

On March 15 Travis McGraw, age 36 of Mount Pleasant, was arrested by Deputy Toby Smith for domestic battery 3rd degree and three counts endangering the welfare of a minor. He appeared in the Izard County District Court on March 18.

On March 16 Hannah Stevens, age 20 of Horseshoe Bend, was arrested on a failure to appear warrant out of the Izard County District Court. She appeared in the Izard County District Court on March 18.

On March 16 Melissa Williams, age 50 of Melbourne, was arrested by Sgt. Steve Davidson on a warrant for failure to appear out of the Izard County District Court. She appeared in the Izard County District Court on March 18.

On March 20 Trysten Martz, age 21 of Cushman, was arrested by Deputy Toby Smith for possession of a controlled substance. He is scheduled to appear in the Izard County District Court on April 22.

On March 20 Kaylee Mensman, age 27 of Horseshoe Bend, was arrested by Deputy J Barnes for domestic battery 3rd degree. She is scheduled to appear in the Izard County District Court on May 11.

On March 21 Shawn Branscum, age 46 of Batesville, was arrested by Deputy Toby Smith on a warrant out of the Izard County District Court for failure to appear. He is scheduled to appear in the Izard County District Court on April 8.

March 15, 2021:

On March 3, 2021 Izard County Deputies took a report from three juvenile males who stated Brandon Gilbert, age 40 of Oxford, had contacted them via social media and cell phone texts, where Gilbert offered alcoholic beverages and solicited sexual acts from the juveniles. After contacting juveniles’ parents and subsequently gaining consent from parents to use juvenile victims’ phones, Investigator Webb spoke via cell phone with Brandon Gilbert, who was continually calling the juvenile’s phone attempting to re-gain contact with them.

During phone conversation, Gilbert provided a location to meet, continued to offer alcoholic beverages, and continued to solicit sexual acts after being informed no less than twice by Investigator Webb, who was acting as juvenile, that he was 14 years old. After receiving suspect location, deputies drove to the location where Gilbert wanted to meet and found him waiting. Gilbert was arrested and charged in the Izard County Circuit Court with sexual indecency with a minor, a class “d” felony. His bond was set at $10,000 professional.

The investigation is ongoing and additional charges may be forthcoming.

March 15, 2021:

According to Chief Deputy Charley Melton, on March 8 Adam Pinkston, age 48 of Melbourne, was arrested by Parole/Probation Officer Hunter Boles for probation violations. Pinkston is being held on no bond.

On March 9 Adam Jones, age 26 of Horseshoe Bend, was arrested by Deputy J Barnes on a warrant out of the Izard County District Court for failure to appear. He is scheduled to appear in the Izard County District Court on March 18.

On March 9 Mindy Heikes, age 37 of Mountain Home, was arrested by Deputy Caeden Wolfe on a child support pickup order.

On March 10 Krystal Cone, age 42 of Melbourne, was arrested by Deputy Jason Jordan for public intoxication. Cone is scheduled to appear in the Izard County District Court on April 8.

On March 10 Jimmy Jeter, age 50 of Horseshoe Bend, was arrested on a felony grand larceny warrant out of Panola County Mississippi.

On March 10 Kathrine Jeter, age 45 of Horseshoe Bend, was arrested on a felony grand larceny warrant out of Panola County Mississippi.

On March 11 Ashley Olson, age 36 of Calico Rock, was arrested by Deputy Jason Jordan for driving on the wrong side of the road, DWI, and refusal to submit to a chemical test. Olson is scheduled to appear in the Izard County District Court on April 22.

On March 11 Elizabeth Alligood, age 26 of Salem, was arrested by Trooper Johnson for possession of drug paraphernalia. Alligood is scheduled to appear in the Izard County District Court on April 22.

On March 11 Bryant Bruce, age 46 of Guion, was arrested by Probation/Parole Officer Josh Morehead on a probation revocation warrant. Bruce is scheduled to appear in the Izard County Circuit Court on March 30.

On March 14 Simon Ducker, age 41 of Pineville, was arrested by Deputy Evan Jones on a failure to appear warrant out of Baxter County.

March 8, 2021:

On Sunday morning the 7th of March, Izard County Deputies responded to a domestic altercation at 73 Pounders Lane near Melbourne, AR. Upon arrival Deputies met a female identified as Sandi Clapper. Mrs. Clapper stated that she had ran from the house she shared with her husband after he tried to choke her with a rope and threatened to kill her and himself. She further stated that he was still in the house and was armed.

After repeated efforts of establishing communications with suspect were unsuccessful, entry was made and the body of Tim Clapper, age 52 was found in a bathroom. It appeared he had died from a self-inflicted gunshot wound. Clapper’s body was taken to the State Medical Examiners for autopsy. Foul play is not suspected but the incident remains under investigation.

March 8, 2021

According to Chief Deputy Charley Melton, on March 2 Kenneth Lovell, age 55 of Guion, was arrested by Deputy Caeden Wolfe on a warrant for domestic battery and criminal trespass. Lovell appeared in the Izard County District Court on March 4.

On March 2 Nicholas Jensen, age 42 of Calico Rock, was arrested by Trooper Lively for failure to register a vehicle, no proof of insurance, driving on a suspended license, and fraudulently obtaining a driver’s license. Jensen is scheduled to appear in the Izard County District Court on May 13.

On March 3 Benjamin Tyler, age 38 of Hardy, was arrested by Chief Deputy Charley Melton for criminal mischief 1st degree, criminal trespass, and disorderly conduct. Tyler is scheduled to appear in the Izard County District Court on April 8.

On March 3 David Cordell, age 62 of Cherokee Village, was arrested by Deputy Chase Tomlinson on a warrant for possession of a controlled substance. Cordell was also charged with an additional charge of possession of a controlled substance. He is scheduled to appear in the Izard County District Court on March 18.

On March 4 Aaron Woodward, age 37 of Horseshoe Bend, was arrested by Deputy Jason Jordan for leaving the scene of an accident and driving with no driver’s license. Woodward is scheduled to appear in the Izard County District Court on April 6.

March 1, 2021

According to Chief Deputy Charley Melton, on February 19 Sgt. Steve Davidson responded to a vacant residence in Guion for a report of persons trespassing on the property. Sgt. Davidson made contact with Heather Upton, age 44 of Guion, and Bryant Bruce, age 46 of Guion, both were escorted off the property. ~

On February 20 Investigator Tyler Webb took a report from the same place of a wood heating stove missing. During the course of the investigation, a witness came forward and stated they helped Upton and Bruce move a stove from the residence approximately three weeks prior. Upton and Bruce are currently under supervision of the Arkansas Community Corrections. A home visit was completed on the residence where the missing stove was located inside. Upton and Bruce were charged with breaking or entering, a class “d” felony and theft of property, a class “a” misdemeanor. Their bonds were set at $5000 each and a court date was set for March 30.

On February 19 Gerald Valenzuela, age 37 of Melbourne, was arrested by Trooper Johnson for speeding, driving on a restricted license, and possession of an instrument of crime. Valenzuela is scheduled to appear in the Izard County District Court on April 22.

On February 22 Michael Kelly, age 31 of Franklin, was arrested by Probation/Parole for parole violations.

On February 23 Brandon Stanley, age 47 of Pineville, was arrested by Jail Administrator Sherry Davidson for violations of conditions of bond. Stanley was out on bond from the Izard County Circuit Court for felony drug charges. Stanley is scheduled to appear in the Izard County Circuit Court on March 30.

On February 25 Amos Parnell, age 43 of Pineville, was arrested by Probation/Parole for parole violations. Parnell was also out on bond for felony drug charges and his bond was revoked. Parnell is scheduled to appear in the Izard County Circuit Court on March 30.

On February 26 Bruce Northern, age 70 of Evening Shade, was arrested by Investigator Tyler Webb for battery 3rd degree. Northern is scheduled to appear in the Izard County District Court on April 8.

On February 26 Joshua McCabe, age 34 of Violet Hill, was arrested by Deputy J Barnes for failure to stop at a stop sign, violation of interlock device, and possession of a controlled substance. McCabe is scheduled to appear in the Izard County District Court on April 6.

On February 26 Jerry Bierman, age 73 of Oxford, was arrested by Chief Deputy Charley Melton on a failure to appear warrant out of the Izard County Circuit Court. Bierman was out on bond for an aggravated assault charge. Bierman is scheduled to appear in the Izard County Circuit Court on March 30.
