Johnny Carter was first to file for election to theHighland School Board subject to the Nov. 14, 2023 election. He is seeking Position 4. Early voting begins Nov. 7 in the Clerk’s office at the Sharp County Courthouse in Ash Flat from 8 a.m. to 4 p.m.
As a longtime educator working with and for the Highland School District, Carter has receivedencouragement from former students and colleagues as well as other HSD patrons in the Quad Cities and ruralareas that his experience will continue the progress ofuniting students, staff, and community.
So much has been accomplished in the past four years with limited local, state, and federal resources thus showing careful use of funds. Student achievement in the classrooms and beyond has continued to improvewhile staff members have focused on effective techniques to advance understanding and application of learning at all levels. Renovations, remodeling, and construction maintenance of existing facilities have provided a safe environment.

Carter believes in the value of loyalty and honestyamong all school personnel. He has been a classroom teacher, high school administrator, and active in manyroles throughout the district since 1968 when he began working at HHS offering career and college readiness.After he completed all state requirements in just three years of his first term on the HSD Board, Carter received the Arkansas School Boards AssociationCertificate of Boardsmanship.
