The Arkansas Ethics Commission has concluded its investigation into the Horseshoe Bend Citizens United PAC, issuing a public letter of caution and a $200 fine for failing to comply with state laws governing political action committees.

The investigation, initiated by citizen complaints filed on August, 2024, revealed the PAC failed to register in a timely manner and did not maintain proper financial records as required under Arkansas Code § 7-6-215. These complaints were directed against Lori Kunstman (Chairman), Michelle Grabowski (Treasurer), and William Vander Pas (Co-Chairman and registered agent).

Notably, the Horseshoe Bend Citizens United PAC was the driving force behind funding and promoting several candidates during the general election, including:
• Brian Miller for Horseshoe Bend City Council Ward 1, Position 2
• Alderman Luther Yancey for Ward 1, Position 1
• Jeanette Hilliker for Ward 2, Position 1
• Sheila Turner for Ward 2, Position 2
• Travis Raines for Ward 3, Position 1
• David Vickers for Ward 3, Position 2
• Donnie Dawson for Ward 4, Position 1
• Shawn Draper for Ward 4, Position 2
• Recorder/Treasurer candidate William Vanderpass, who also served as the PAC’s co-chair and registered agent
• Justice of the Peace District 4 candidate Willie Mossier.

All these candidates received funding, either monetary or in-kind contributions, from the Horseshoe Bend Citizens United PAC.

On October 23rd, 2024, Lori Kunstman signed an Offer of Settlement, admitting to the PAC’s failure to register with the Arkansas Secretary of State in a timely manner and to maintain required financial records. The Ethics Commission, in a unanimous three-to-zero vote (with two commissioners absent), found the PAC guilty of violating Arkansas law.

As part of the settlement, the commission issued a public letter of caution and a $200 fine, emphasizing that these actions violated state law. The letter serves as a warning to the PAC and as a reminder of the importance of compliance with registration and financial record-keeping requirements.

This case underscores the need for transparency and accountability in political activities, ensuring that all political action committees meet their legal obligations to maintain public trust.
